Authenticate Failed with new Merchant Id

I registered on and received Merchant Id, username, and password. Using the Merchant Id, I tried to submit InitializePayment request but it just returned me the error message Authenticate Failed. My Merchant Id is 0113742. Does the Merchant Id need to be activated by your side?
